It is called Weather Kitty...free if you don't mind a little unobtrusive banner ad at the bottom of the page (a couple of dollars a month to eliminate it.) It works on both iPhones and Androids. Full weather report featuring the cutest cats in weather appropriate scenes. They change each time you open it.
