[1] All pointed cats develop point color over time - in general getting darker.
[2] Eye color does not change from blue to green in a pointed cat. Eye color can develop, but not in this way.
[3] TICA cats are no more likely to get ill than any other, including CFA registered cats.
TICA registration rules ARE different from CFA. TICA was formed to be more democratic, leaving as many issues as possible to breeder decisions and to try and avoid false pedigrees, keeping in mind that most such matters are on the honor system, since there is no way to police them. They rely on breeder self reporting. TICA allows any cat with a breed member parent to be registered WITH that breed - to allow experimental breedings to permit the breed to decide about any potential changes to the breed based on these experimental breedings. TICA relies on the agreed breed standard to define what is accepted in the breed and what is not, rather than the registration rules. Therefore, some can be confused on the status of unaccepted variants like solids and minks -- and some breeders take advantage of that potential for confusion. So, you can choose to avoid those variants or breeders who work with them. TICA breeders have voted to exclude minks and solids from the breed standard, so that shows the position of TICA Ragdoll breeders generally. It would be ironic, and wrong, to reject TICA Ragdolls based on the presence of some breeders who breed unaccepted variants.
