Cody's not a lap cat but if I have a blanket he'll immediately come and cuddle underneath it next to me. I'm in South Africa and our summers get really hot so everyone's looking for a cool place, so only when it's really cool will anyone come, that is with the exception of Mittens (my tuxedo rescue girl), she never was a lap cat before but in the last few years she's really become one. I'll have to see what happens this winter.

Shadow is a chest cat the closer the better which sometimes makes it hard to breathe

Pooka (RagaMuffin) is the same way. As I type, her chin is resting on the keyboard, making things difficult. Smudge also loved nail "scritchies" . I think it feels more like their own grooming when they use their claws. Also, in cold weather, long, open hand pets, can set up a lot of annoying static electricity.
Many of my Raggie friends say that their cats are not lap cats. I wonder if, because of all the long fur, sitting on us is just too warm?
